International pro bono: What do we know about what works?

This paper draws on a number of sources including a recent ROLE UK Independent Review and Learning Exercise, a synthesis of relevant evidence from justice and security programming, a number of guidance notes produced by ROLE UK and its partners, and evidence reviews and guidance notes by DFID and other donors. 

The international development literature on Rule of Law is by no means complete or unanimous, and includes many areas of uncertainty, but it does contain many messages that back up what we know from studies of international pro bono work on RoL.
